USAS SOAP Call question

I have a young fellow here (at META) interested in the SOAP calls.  We have a test account set up with files, a username/password - entries in OECN$SETUP.IN - everything we need.  He seems to be making the connection and I can see the username show up on the back-end VXS processes display... but he keeps getting a message like:

"client has not set the user environment"

It sounds like it's coming from maybe the value of the OECN$SETUP.INI entry for the "test District" being passed... but I'm not sure if that's the problem or not.  I'm pretty well sure he's passing it but I'm not sure what the problem is.   I know there is a LOT GOING ON right now with various projects... but if anyone can point me (and him) in the right direction... that would be great!

I would check to see if he's calling setDistrictAccess after calling the login method.  The setDistrictAccess call requires the session id and the district code from OECN$SETUP.INI.  I would also check the VXS log to see what it shows.
